The so-called Unlock-Italy decree, considered anti-constitutional by jurists such as Ferdinando Imposimato, Paolo Maddalena, Giovanni Losavio, became law in Italy on 11 November 2014, following an ambiguous bi-partisan vote. The decree contradicts the constitutional principle concerning the protection of the public heritage, and strengthens the level of debt hidden under ostensible public-private partnerships.
